Now when I boot up the windows setup screen shows the drive with "Drive 0 Unallocated space - total space 0.0mb - free space 0.0mb" Now it has a click able sentence on the setup screen that says "this partition is too small. Make the size of the partition at least 10397 MB or select another option"
Click on Custom Install, and then in the drives section click on delete to clean off the partitions, and once the disk is nothing but free space, select that drive. If you are unable to see that stuff, get your hands on a bootable linux distro, boot off the CD, and run gparted to clean off the disk partitions.
It might be helpful to use the Diskpart command below to look at your drive first. At least it should show the drive and its current configuration. lis dis. which means list disk. If it only shows the USB drive then as Sumit says, the HDD or SSD may have failed or is not connected to the system.
Drag it all the way to the right or alternatively from Free space following (MiB) to Free space preceeding (MiB), click okay and then approve (also to warnings). Behold! This caused the Unallocated space to move adjacent to C. BTW, despite what was claimed, this took me 4 seconds for 10GB unallocated space.
